Can legacy form check boxes work if document is NOT protected?
The decision has been made to NOT protect the form, but it appears as though that has disabled the check box forms? Must the form be in protection mode to activate the check box?

Legacy fields are intended to be used with the form protected. If you want the form unprotected use content controls. Content Control check boxes are available from Word 2010. To save you some time - use http://www.gmayor.com/ExtractDataFromForms.htm to convert the fields in your form to content controls.
