in page layout breaks button is grayed out

I am required to have a different header for each chapter. I was doing ok with canceling the links between the pages and having only the header on the chapter title page.
Now for some reason the sections breaks is grayed out, and I cannot use it any more. I need to do this because I have 50 more chapters to do. any suggestions?

Do you have the selection in the Header or Footer pane? Make sure that you have it in the body of the document, in some ordinary text (e.g. NOT in a text box)

I have both a small graphic and text in the header only.
attached is a example of my problem. my cursor was physically in the header when I used the snippet tool to get this pic.

If you close the Header and Footer pane, then you will be able to use the Breaks facility.
