Deleting sections breaks problem

When ever I delete a section break in a sop that I am rewriting everything turns into 2 to 3 different columns. It is suppose to stay in a regular letter format. how can I fix this and what is the reason for this conversions. Once again, any help would be greatly appreciated

The section following the section break you are deleting is formatted to have columns. Change the formatting in that one to what you want before deleting the section break.

Section breaks define the layout of the section preceding (not following) them.
