Default Page Break is adding Blank Page when Break occurs


I have a template that I created and when I test it using Bi Publisher, the Page Break is creating a blank page after the last row of data has been printed in a table.
Coincidentally, the data has filled the page and it has just enough records to fit the page and if it had one more record or one less record, the extra blank page would not be generated. I am calling my template:
<?call:200Calls><?template:200Calls?>
Body
page break<?end 200Calls?>E<?end Header?>

Does anyone know how to handle this situation as I would think many others have run into this before? We are using Word 2010.
