This is the behavior when a non-form document is protected for filling in forms. Look into document protection under the Developer Tab.

Turn off document protection via Review tab | Restrict Editing. This is a "weak" form of protection, which means that you can turn it off by inserting the document into a new, blank document.
To display the Insert File dialog box in a new, blank document, click Insert | Object | Text from File.

The cursor jumping to the first page can also happen if you click on a dead cross-reference.
