Default Selectively numbered paragraphs based on headings..

Hi All

Bit of advice on numbering paragraphs.

I have created a document template and correctly set up my headings so they number correctly. Under each section I then have numbered clauses.
e.g.

5.1 - Policy
Intro text etc. etc.

1. First clause
The manger has now asked that each line has a number.
e.g.

5.1 - Policy
5.1.1.1 - Intro text..
5.1.1.2 - First clause
Is there anyway to do this without writing the whole document in Heading 4 or similar?

I guarantee that they will soon comeback and ask for some lines to be non-numbered too..
