Start with a review of How to create numbered headings or outline numbering in Ribbon Versions of Word by Shauna Kelly. Follow the steps, all of the steps, in that article to set up your numbering system.

The spacing is by a tab setting (probably accompanied by a hanging indent). Do NOT use the numbering buttons on the ribbon except as set forth in that article.
