Default Ability to edit header with document protection on

I need to use auto fields (legacy)/ content control for fields in a word form in the body of the document and in the header/ footer, but when protection is turned on, the header or footer is not able to be opened.

Is there a way around this? I don't want the structure of the form to be able to be changed or other text that is not in a field for data entry to be able to be changed.
