Default Table formatting - vertical spacing

I am having problems removing line spacing between a set of columns and paragraph.



I attached a photo of the spacing that I cannot remove. Notice the small grey area on vertical ruler. How do I get rid of this? I believe this is causing that space between column and paragraph.

I have tried deleting those paragraph symbols and it makes no difference.
