Default Footnote Help- Automatically moving to next page

I need some help formatting my master's thesis. I am finalizing the formatting for submission and the only outstanding item is my footnotes. For some reason some footnotes are automatically being pushed onto the next page. I have tried working with Window/Orphan Control and with Keep with Next is the paragraph formatting. I cannot resolve the issue.

I am working in Word 2011 for Mac. I've written numerous papers throughout my time in college and grad school and never encountered this problem. Any help is greatly appreciated.

As far as possible, Word tries to start footnotes on the same page as the footnote reference. If the entire footnote won't fit on that page, the balance will continue on the next page. Rarely, you'll encounter a situation where the footnote reference will be on one page and all of the content will be on the next page. IIRC, that only occurs when there is a conflict with space required to satisfy the widow/orphan settings for both the body text and the footnote text.

Thank you for your reply. That's what I assumed, although I am encountering instances where there's only a single footnote on a page and it's being placed on the next page.

But where, on the page is the footnote reference? I'd expect the scenario to occur only where it's close to the bottom of the page or if there's something else below it (e.g. a picture) preventing both appearing on the same page.

Maybe a screen shot will help to illustrate. Here's two consecutive pages with the footnote highlighted in the text and on the next page. There are more examples of this but it is not consistent throughout the paper.

If you care to attach a document to a post containing some of the affected pages, such as those you posted the images of, I can take a look at what's going on. You do this via the paperclip symbol on the 'Go Advanced' tab at the bottom of this screen. It's difficult to do any diagnosis without such a document.

Thanks so much! Quick question, is there a way to not share publicly? My document contains identifying information.
