You may be able to revert to your preferred layout by installing the original template on your PC (renamed if necessary), then ensuring the document is attached to that rather than Word's 'Normal' template. Another possibility, depending on what Layout Options Word 2013 gives access to with this document (it varies according to whether a Word 2013 or Word 2010 template is in use), is to insert a continuous section break before 'References' and check/uncheck the 'Don't balance columns at the start of continuous Sections' option.
