Default Show same footnote on multiple pages

My latest dilemma, I have a document with multiple footnotes and endnotes. The footnotes appear at the bottom of each page, and the endnotes appear at the end of the next to last section of the document.

Many of the footnotes and endnotes are referenced in more than one place in the document, using cross-references to the original reference.

I need to have the footnotes show up at the bottom of each page where the cross-references exist, but I haven't found any way to do this. If the document were static, I could fudge it, but it will have variable content throughout, so the second reference to a footnote could appear on the same page as the original, or the next page (or further in the document).
