Default Word jumps to cursor when scrolling

I know that this will look like a topic that has already been solved but I swear I have been unable to find a solution. I'm using Word 2013 on Windows 8 (as well as Windows 7 on my desktop).



When editing a long document, after clicking somewhere to make an edit, if I scroll quickly through the document Word will jump back to where my cursor is. This is driving me NUTS. It means I have to either wait to start scrolling again or double back my scrolling. When doing lots of small edits, this is incredibly frustrating.

Things that have NOT fixed this issue:
1. Disabling smart cursoring
2. Changing the delay of my touchpad on my laptop (this problem occurs on my desktop, as well)
3. Disabling/enabling smooth scrolling
