I am trying to underline a tab in the middle of a sentence to I get a series of dotes or what ever that are the same width as the tab.

It sounds like you are trying to use a tab leader, which is not the same as an underline. For an underline select the tab and click CTRL+U.
For a tab leader set a tab with a leader (4).
