Default Existing TOC shows

I made a template filled with boilerplate text and a TOC. In the template, the TOC displays correctly. When I open a new document based on the template, all of the page numbers in the TOC display as "3" or "4." Can anyone explain why?

I am guessing that there are headings in the TOC on pages other than 3 or 4?

Yes. There are many. I have attached screenshots of the TOC as it appears in the original template, showing the right page numbers, and in a document based on the template, showing wrong numbers.

What happens when you refresh the table of contents? I have seen Word documents open with ToCs that have everything listed as page 2, but refreshing the ToC usually brings it back to reality.

Yes, that updates the TOC. The problem is that I made the template for a company. I have been dealing with a secretary who doesn't understand anything about templates, and she will not accept a template that is not "perfect." She wants a template that requires no more action than entering text (which I've given her, until this problem). Having to update the TOC seems like an imperfection to her, and so she has complained. Unfortunately, I don't know how to fix it.
