Talking Numbering, defining new number format

I am trying to create a new numbering format without having to go to Numbering < Define New Number Format. Here is my text outline.

1. Introduction
1.1 Project Background & Study Location
1.2 Public Involvement
1.2.1 Open House #1 (Summary of Input)
1.2.2 One-on-one Stakeholder Interviews
1.2.3 Second Public Open House
1.2.4 City Council Presentations

Basically, I have to go to Define New Number Format if I want 1. before 1 or 1.2. before 1. Is there a way to have this done automatically? Maybe create a numbering style to be used on all documents?
