Default Alternatives to Repeating Section Content Controls

I'm a member of a committee that meets regularly to discuss and vote on different items of business.



Some items are not voted on and only require a narrative (e.g. an update from a committee member, which can be bullet-pointed in the minutes). Other items are voted on (which requires names of the members who moved/seconded). Some items require multiple votes (e.g. approval of separate payments relating to one project).

I'm trying to configure the minutes template to allow new sections to be easily added/removed, depending on if a vote(s) was taken. I could do it myself manually but to preserve formatting, the document needs to be straightforward for the Committee Secretary, who is not very computer literate and is also using an older version of Office.

I was inspired by the repeating section content controls in some of the online Office templates for job resumes that I found. They allow you to add different entries for work experience (see attached screenshot). I thought I could use these controls to preserve formatting (see 'Minutes' screenshot) and make it easy for the vote section to be removed or duplicated depending on the item.

However I've discovered repeating section content controls are only available in Word 2013. I've tried using macros but they're unwieldy and unreliable.

Can anybody suggest any alternative controls (or other methods) that will be fairly versatile, and compatible in past versions of Word?

By the way, "section" is a jargon term in Word indicating a particular feature. It is the container for headers/footers, page numbering, columns, and page orientation. Like the term "template" this leaves us lots of room for confusion.
