You could do this by bookmarking the target paragraphs and using a dropdown content control referencing the bookmark names for the selection, coupled with a contentcontrolonexit macro to go to the bookmark the user selects. You could get the same functionality without a dropdown or any VBA code by inserting 3 hyperlinks instead at the same location (one for each bookmark).
