Word 2013 - pictures inserted into word appear in two different formats, need to change

I use Word 2013. In some documents I work in, inserted pictures can have a border put around them using the normal border menu on the "home" tab. (see pics 1 & 2). It is recognised as a "picture" in the border dialog box.

Other times, it appears to be inserted differently, and to get the border hugging the image, you have to go through the Picture Tools menu. See pics 3 & 4.

Does anyone know a way of making sure pictures insert themselves the same as my first instance? Or if they are appearing in the second instance, how to change them back to the first?

You can tell how it is inserted when you click on the image. The first instance there appears small coloured boxes around the corners for resizing, the second instance has white boxes for resizing in the corners, and also a 'toggle' at the top middle for rotating.
