You mean a "numbered" or "bulleted" list which isn't actually numbered? Yes, you can create one, but it must be a list of the multilevel type. Apply the style that you want to use. Then click Home tab | Multilevel List | Define New Multilevel List. Make use of level 1. Type in static text and remove the number. Adjust other settings, such as indents, if you wish. When you are done, click OK. Update the style via the Styles pane (shouldn't be necessary but do it just in case).
