Table of Content
I need to imitate the following table of content. Chapters are written as in the second picture. My problem is opening a line to write "CHAPTER", and right below it, chapters' names should be written. If possible, I prefer fully automatic one.

Using those input contents, there is no automatic (using styles) way to do a TOC that contains exactly that content.
However, you could use TC tags to get almost there (apart from the spaces between the page numbers and the preceding dots). Using TC tags is a massive time sink when styles are so much quicker but your requirements look like they point that way. Have a look at http://wordfaqs.mvps.org/toctips.htm including the section on omitting page numbers for more information.
