Table of content is counted av chapter 1

Hi!

I have a problem with my Table of Content. When I try to insert the Table of Content the Table of Content becomes chapter nr 1, but my chapter nr 1 should be my Introduction Chapter. Please see the screenshot:

When I click on then References tab and Select Insert Table of content it appears like this:

1. Table of Content
2. Heading 1
2.1 Heading2
3. Heading 1
3.1 Heading 2

But I want it like this:

Table of Content
1 Heading 1
1.1 Heading 2
2 Heading 1
2.1 Heading 2

What is wrong? Can somebody please give me a hint?
