If you put the following field structure in the footer, it will produce the format you require
{ IF { =MOD ({ PAGE },2) } = 1 "{=( { PAGE } +1) / 2 }" "{ =({ PAGE } /2) }" \# "000"} Note each bracket pair { } is inserted with CTRL+F9 (or you can find macros that will help with that on my web site).
