Default Macros Disappear when using Xcopy

I built a template with macros to store in the Word STARTUP folder. When I copy the template directly, everything is fine. I made a .bat file for other users to run so they can easily load the macro template into their STARTUP folder. The .bat file copies the template (.dotm) but when you open the template, there are no macros. What happened and how can I fix this?

XCOPY will copy the entire file. It does not leave the macros behind. I suspect that for some reason the Startup Folder on the recipient computer is not a trusted location. They probably also have their security settings set to block macros without notification.
