Number List not behaving

I have been experiencing problems with numbered list!

I have set up the formatting for a numbered list, the problem I experience is with restarting the list at some point down in the document. I right click -> restart list -> the list seems to toggle but continues the previous numbering.

Oddly enough, if I hit undo, the list restarts from 1. Then, when I go further down and select the next bullet to restart at 1, the entire groups of lists is number continuously.
