Default Word 2010 - forms in footers

I have a form document I am trying to create for work. There's a cover sheet, and then four subsequent virtually identical page, though different information will be entered onto each page.



The body of the page has a few text entry forms (via the developer tab). There's a footer on each page after the first with two tables, one of which requires text entry when doing the top section. I specifically did the tables (with text forms for entry) as a footer because the body section can (and will probably) be of variable length, but I wanted to the tables to be all be right at the bottom, regardless of the amount of text in the body.

I don't want workers to accidentally delete form fields or otherwise accidentally edit parts of the document they shouldn't. So, I turned on Editing Restrictions. It works fine for the body, but with it on, people cannot edit the tables I put in the footer.

Is there a way around this? I need people to be able fill out the fields in the body and footer while still being able to limit formatting and editing.
