If the page number is inside the bottom margin (i.e. in the footer), no, it is not possible. Not possible if you hand write it or do it on a typewriter, either.

So, I am assuming they either want
  1. the page number separate from the text and one inch from the bottom... or
  2. the bottom of the text one inch from the bottom and the page number somewhat below that.
You may want to check with your professor on which. Either are possible to do.



Margins, headers, and footers are all section features.
