Post Coloured text printing - control ?

If I write Word text in blue (colour control codes Red:0 Green:0 Blue:255) all texts appear in blue on screen but only some of the text prints in blue - some, seemingingly quite at random, prints in black. Thinking this was a printer issue I bought a new printer (Epson XP-312) but the problem persists. If however I control the colour such as Red:2 Green:2 Blue: 250 - then all text appears on screen in blue and prints in blue.
Other colours seem unaffected. Anyone any ideas ?
