Question Changing a Pre-existing template

I downloaded a resume template, and there are blue lines in the background separating certain sections. I can move those lines, but i cannot click on the lines, I am trying to get them to change to black lines instead of blue, and have been trying for over an hour.. (I have attached the document, with personal info removed, let me know the steps you took to change it if you can!)
