What is the difference between inserting a blank page and a page break?

They seem to do the same, but I doubt there would be two different buttons if that was true.

If you insert a blank page between two paragraphs in, for purposes of illustration, a single-page document, the subsequent paragraph will appear on page three following the inserted blank page.

If , instead, you insert a page break, the subsequent paragraph will be on page two; no blank page will have been inserted.

This is easier to see if you turn on hidden characters, (press Ctrl+*) so that you can see the breaks.

Insert blank page was added as a new command in Word 2007. It is the same as inserting a page break, an empty paragraph, and a second page break. You can see this if you display non-printing formatting marks. Frankly, I had never noticed the button.

I generally, instead, use page-break-before paragraph formatting to induce a new page or, where necessary, use a next-page section break instead. Word has gotten better with manual page breaks but I suspect they will still cause formatting anomalies. They certainly add editing headaches, IMO.
