Table of contents, the correct way to create

Default Table of contents, the correct way to create

I am trying to create a TOC. The first entry always winds up next to the content. for instance the first item I marked for TOC is "WELCOME". What happens is that the line "Welcome................................1" appears right above the first title ,"WELCOME".


Am I missing a theme or style or something?

Insert an empty paragraph between your TOC and the content. People commonly even want the TOC on an entirely separate page.
