Default Comments in balloons not switching from left to right

We have a user who wants to prints the comments in balloons on the right as opposed to the left. However, when switching that option, the comments in balloons remain on the left side. Is there a setting I am missing?

I see no problem here changing the "Margin" option in the Track Changes Options dialog box. Is your installation of Office 2010 fully updated?
