Question Setting background image to cover all of page in Word document

I want to have an image as background in Microsoft Word 2013. I tried the watermark, but it was being difficult and would not cover the page 100%. I also used the header route.

Then I used the image as background, with text over it. It works as expected, except that there is a 1/4" (quarter inch) white margin around the image.

By the way, I found this margin in all methods I tried.

How can I remove that margin, or is there a better way to set a background image?
