I agree. No need for a Section break. Inserting one is asking for trouble.
If starting a blank template, edit the header/footer and create the header/footer you want on continuation pages (or leave blank). Then click on "Different First Page" and create the header/footer for the first page. It may not be intuitive, but it is not hard. Here are some resources.
