Stefan - It isn't a chart border, it is more like a ghost line that shows up at the bottom of the pasted picture element. But it doesn't appear every time.

nakempton - Thanks for the suggestions. Office 2013 options are a little different. And because it is a picture the table tools and gridlines features don't come into play.
