Default .DOCX File - Unable to add text to fields

Hi Guys,



Please see attached.Vehicle Register 2014.docx I am wanting to edit this form created and save in different areas. The problem I have is that the form was created by someone I am unable to contact and I am unable tab or even mouse click in the fields that require information. I have looked around thinking it may be locked but that does not seem to be the case. Any help would be appreciated.
