I am having trouble creating one page only to be horizontal in layout between two vertical pages. I am trying to paste in an excel picture in that one page.

When I insert section breaks it doesn't seem to allow me to put the picture between the breaks.

I am assuming that by "vertical" pages you really mean Portrait and by "horizontal" you mean landscape. With that in mind, see if this attachment is what you are looking for.
