Default Exporting to PDF and keeping file size down

Hello. I have MS Office 08 for Mac. I exported images from iPhoto to my desktop at medium compression (roughly 20k or so). I placed those images in. Word doc. That word file is about 3.5MB. However when I save as PDF the new file size jumps up to 19MB. Where can I set new compression settings? And why is this happening? Tks in advance!
