The tabs on the ruler, as well as other features, appears to have lost their slight 3D quality - they are flat looking and much harder to see. The tabs blend in with the ruler. The display quality of such items seems to be regressing.

There have been many complaints of the "faint" look of Office 2013. You may find it a bit helpful to change the "Office Theme" to Dark Grey (File tab | Options | General).

Microsoft tests their products. They had to realize or should have realized that this would be a problem. Don't they care? Good grief.

Is Word in Office 2013 the same as Word in Office 365? Will Word 2013 also look flattened?

Yes, Office 365 contains the most recent version, which is Word 2013.
