Creating borders in word

I have a document which i want to create a border with a country flag, can anyone assist me on this

I just went through this process a week ago using this link: http://wordfaqs.mvps.org/borderart.htm. While the instructions are clear, I still had difficulty on one step but, I did eventually get the job done.
