Default Can't achieve FULL JUSTIFICATION alignment in Word

Hi
In the document I've attached, I want to achieve Full Justification alignment. My limitations are that I cannot add or delete the content in each row.



I've tried the following but to no success.
  1. Clicked the 'justification' alignment option in word.
  2. Went to Options->Advanced->Layout->Do justification as done by Word Perfect 6. I checked this. See relevant attached image.
  3. Tried tweeking the Character spacing. See attached image.

I've used gurbaniakharthick.ttf font (available free on google search). Kindly assist.
