Default Why can't I see balloons like another user for Track Changes

I have 2013 Word and am trying to figure out why I can't see the balloons like in 2010 version and why I can't see the colors for the changes in the text. I am trying to work on a script with someone but cannot view the changes correctly.

Click the Review tab. In the Display for Review drop down, change "Simple Markup" to "All Markup."
