Default Show/hide paragraphs based on upfront decisions

Dear all,

This is my clue:
1) I need a word doc that based on some upfront decisions show/hide some paragraphs ; There are more than one decision points on the same doc but they are not linked within each other;
2) The document should have the “draft” background and that background can be removed only upon a password (or any other way that is achievable only by a selected group of people);
3) This is maybe the most easy part (maybe), is it possible to have some key words repeated over the document in a sort of key mood (e.g. On the first page I add as Country – England, this value “England” will have to appear on other part of the document.

I did try to use bookmarks but is not exactly a selection, is more likely double click here and open a text which wouldn’t match my needs..

Please do not hesitate to contact me if I’ve not been able to express my needs properly
