The difference will be due to how each program calculates what the correct display width should be.
Quite reasonably, Adobe and Microsoft will have their own ways of doing this and the results might differ from one system to another, especially when you take into account what the display driver might do. On my system, an A4 page (actual 21cm width), when viewed in either Acrobat or Word at 100%, has a display width of 20.5cm.
