It is not a wrapping issue, it is a layering issue. Headers and footers are in a layer behind the body of the text. By default, that is where page numbers are placed. You can insert a page number (and other text) into the body of your document (in a text box or frame if you need to move it below or above top and bottom margins). An automatic page number is a field.

You can then position your full-page image behind that text. If the full-page image is already in a header or footer, then you simply need to change the order to move it to the back.

Actually, if in the header or footer, it could be a wrapping issue. You need your image to be behind text, not inline or set to wrap.

Thanks Charles, but that has not been a fix... I have all images set behind text, and the numbering that is present on the footer never shows through the image... my document is 115 pages, I am tempted to do a text box individually for each page, because I cannot solve this... Anyone have any ideas?

Is your image in your header or footer or is it in the body of the document? Is it one image on one page or is it on all pages?

Note, you can have a full-page image as part of a header or footer.

The header and footer are in the bottom layer of the document, I believe. Text (and images) in the body will be on top of this.

If your image is on one page, not in a header or footer, the header and footer will not show up on top of it, the image is on top.

You can insert a text box (or two) and reproduce the text in your header/footer in the text box, which can be on top of the image. The text box is treated as a graphic by Word and can be on top of the image. The text box does not have to have any background (transparent) or border.

A page field can be inserted with the keyboard shortcut Alt-Shift-P.

This thread is old but included a banner that new input is welcome. So here goes.

I was editing a document created by converting a pdf to docx. Some of my editing included replacing images. In the process I observed that my new images would obscure the page number in the footer while the originals, of similar size and similarly positioned, did not. Try as I might, I could not get the new images to sit behind the footer. Searching led me here.

What I finally figured out is that the original images were png format and included transparent sections where the page number was located. Converting the new images to png and using IrfanView to make a section transparent solved the problem. It worked for me.

I gather that there are several other formats that support transparency (see here). But, as best I can tell, the image cannot be positioned behind the footer/header. Note that I think there are some games that can be played with watermarks. Perhaps there are others here that can flesh all that out.

An annoyance which made it harder to figure out why I was having the problem was that I'm unaware of a way to extract a picture from a document in it's native format. Back in the Office 2000 era I recall that you could edit a picture while in Word (in a manner similar to what is currently available in Acrobat). The default was Microsoft Photo Editor but, as I recall, you could specify what editor was used. Apparently not any more.

Here's a bit more on transparent sections. Powerpoint has a feature to remove the background of an image that is oftentimes simpler and faster than Irfanview. Basically you insert an image onto a slide, then select the image and use Picture Tools>Format>Recolor>Set Transparent Color. A pencil icon will appear that you use to select the background to be removed. Then right click on the image and select Save As Picture. The saved picture can then be inserted into your Word document.

With regard to checking the transparency of an image, an easy thing to do is to copy the image into Excel. The gridlines will be visible in the transparent sections.
