Default Cross References not hyperlinked in .HTM

I have a document with a table of contents and many cross references pointing to paragraph numbers. In the Word document both are hyperlinks.

When I create a PDF file, both are also hyperlinks.

If I save the file as .HTM and open it in a browser, the table of contents links still work, but the paragraph number references are just plain text, not hyperlinked at all. I have looked at the resultant .HTM file, and the paragraph numbers are just text.



How can I fix this?

In my testing, the page numbers still function as hyperlinks, nothwithstanding that they're not displayed in the hyperlink format.

That said, the concept of page numbers in an HTML TOC is illogical, as documents saved as HTML files don't have pages, and you should be reformatting your TOC to suit the HTML format.
