Default Problem with creating outlines in Word

I have always used word for outlines, but only in print view. I have recently read about the advantages of using "outline view" when working with a large document. However, I prefer looking at the outline in print view for most of the time.

The problem I am having is having outline view and print view match up regarding the hierarchies. I am ATTACHING an example. I want the hierarchies in both views to coincide to eachother. However I want to do data input in print view as I prefer that way.

The problem is: the outline in print view does not work properly. When I hit enter on a line, it goes to the next line without creating another point in the hierarchy. I don't understand this. It should just create another point in the hierarchy as a normal outline, but for some reason it will not. This forces me to do data input in outline view, which I find difficult and not user friendly. Please help, thanks.
