If I select some text (with or without selecting the paragraph mark) and use the Top border button from the Home tab, I get a box round the selection and not the top border I've requested. Going back to the ribbon, I see the Outside borders option is highlighted, plus the four (top, left, right, bottom) options.

How do I use the border options to apply just a top border?

I don't have an answer for that but, while playing around with it I did notice that (1) you have to grab the complete line (not just a portion of the text) in order to get the top border and (2) the style spacing before/after the line(s) was a factor if you attempted to put a top border on two consecutive lines.

Like I said, not an answer...just an observation.

Here's a couple of screenshots to clarify the question. WYS may well be WYG, but it's not What You Asked For <g> 1. shows the selection buttons before I click on "top border", 2. shows how Word enthusiastically reinterprets this as "all borders". The second screenshot (touched up with a graphics editor) shows the top border effect I'm trying for.

The only way to achieve this is to insert a continuous Section Break both before and after the heading.
Then apply a top border to the paragraph.
Then reduce the margin in that Section only to the width of the paragraph.

The other option you have is to just "draw" a line over each heading as required. This is achieved by using Insert - Shapes - Lines and the draw a line where you want it.
