Default Shape hyperlink doesn't work with protected form document


I have a Word document with form fields, and a graphic which I need to add a hyperlink to a specific area. I draw a transparent shape (rectangle) and add a hyperlink to that shape, but once the document is protected to enable the form fields, the hyperlink does not work (the shape doesn't work with a solid fill either)

I notice that a hyperlink added to text does seem to work (although it does not seem to change the cursor - it does add a popup/tooltip to show the hyperlink) and the link works as expected.

Is there any way I can add a non-textual hyperlink to a document with form fields that will work once the document is protected?
