Default How control how many footnote lines on a page?

When footnotes don't fit on a page in their entirety, Word moves part of the footnote to another page. But it has its own ideas about how many lines it will leave on the page where the footnote begins. Often, this leads to an undesirable about of white space between the last main-body text line on the page and the beginning of the footnote. Is there any way to tell word to increase the number of lines in the footnote to place on the page? Why isn't the default simply to place as many as will fit?

UPDATE: This weird behavior has been fixed now by repairing Word via the 'Repair' option accessible through the Control Panel.
